Skullo is found in this room. She allows you to decrease or increase the game difficulty. Difficulty increases are not permanent, despite what she tells you.

For example, if you start on Novice she can upgrade you to Normal, but going back to Novice locks you out of going back to Normal. You can still drop to Casual later on, however.
