Entry #290 - Platform Drop
You can avoid picking up/using the 
Carrot Bomb and 
Sliding Powder for this attack upgrade by performing a platform drop. All you need is the 
Piko Hammer to be upgraded so you can drill downwards. This should work on the current version as-of posting (1.99L).
In short, you need to disable
Rabi Slippers in the menu by selecting it, then jump and pause on frame one, unpause, and while the game is unpausing, hold down the jump and hammer keys. This will drop Erina below the platform and let you collect your sweet attack upgrade.
