Entry #45 - Known Achievement Issues
People have reported not getting the achievement if their item percent was between 19.89% - 19.99% or 28.00% - 28.06% (Could use some confirmation), so just to be on the safe side you should avoid pushing the limits and go with 24% or so. It's kind of the achievement's fault for not being specific enough.
